chore: fly.toml primary_region iad for colocation with Neon US East

Neon project (Gluecron) is in AWS us-east-1 (N. Virginia). Keeping the
Fly app in lhr forces every DB query across the Atlantic (~80ms RTT).
Moving to iad eliminates that round trip.
