polish(developer-apps): 2026 cards + secret-rotate flow + danger zone

Picked up from parallel OAuth/SSO/dev-apps agent. Apps list rebuilt
as cards with logo initials + active/revoked/PKCE pills; detail page
split into Credentials / App details / Rotate / Danger-zone section
cards with yellow fresh-secret callout.

All OAuth grant + PKCE + redirect_uri exact-match validation + token
rotation preserved byte-for-byte (security-critical).

Scoped .dev-* CSS. /admin/sso and /oauth consent screens already
polished via parallel-agent leak.
